There were 78 electric and 171 hybrid cars licensed – accounting for 4.7% and 9.6% respectively.
The Society of the Irish Motor Industry says nationally, new car sales are down 11%.
The figures come as Minister Richard Bruton says up to a thousand on-street public charge points for electric cars will be rolled out by local authorities over the next 5 years.
The Climate Action Plan, which he launched earlier this year, promises to have a target of 936,000 electric cars on Irish roads by 2030.
