The proposals have been lodged through the new fast track process- meaning developers could potentially start work on the project within the next 2 months.
The new development would be on the former Irish Glass Bottle site.
The proposed development would house up to 8,000 people and at least 900 units will be held back for social and affordable housing- far more than the 10% minimum required under law.
The application submitted includes plans for the development of streets, parks and utilities infrastructure that will include a heating system for the apartments from the nearby Poolbeg incinerator.
