Originally set to cost 35 million euro in 2010, the government approved funding of 139 million euro for the project this morning.
Construction is due to get underway next year and take two years to complete.
Speaking to East Coast News, Minister for Higher Education and Wicklow T.D. Simon Harris said this will allow the town of Arklow to develop and grow after years of delay.
