Coillte has said no licence has been issued to allow lithium prospecting take place at Moylisha Hill in West Wicklow.
The issue has now been deferred to the Department of the Enviornment for a further review.
Local residents have expressed concern the practice will damage the Wicklow Way and affect water quality in the area.
