Wicklow's Simon Harris Plots A United Ireland With Announcement Of Blueprint Plans

The Tánaiste and Wicklow politician Simon Harris has set out plans for Fine Gael to develop a “blueprint for a unified island”, as debate on Irish reunification continues to intensify.

Speaking at an event marking the centenary of Garret FitzGerald’s birth in UCD, Harris said the approach to constitutional change must be carefully handled and inclusive, warning against oversimplifying the issue.

He said, “We cannot be passive observers to change nor can we approach questions on the future constitutional status of this island through slogans, sentimentality, or simplistic assumptions.”

He stressed that any move towards unity must be properly prepared and grounded in reality, adding, “If constitutional change is to happen, it must be prepared for, carefully, honestly and inclusively.”

Harris also dismissed suggestions that now is not the right time for such planning, saying, “Some will suggest this is not the right time. I would strongly refute that.”

Under the Fine Gael plan, a “blueprint for a Unified Island” will be developed ahead of the party’s Ard Fheis in November.

Harris said unity must be treated as a long-term process rather than a single political moment, stating, “Unity is not an event, it is a process requiring leadership, planning and patience.”

The work will be led by Fine Gael’s Northern Ireland Engagement Group and facilitated by academic Professor Deirdre Heenan, and will examine issues including public services, economic implications, infrastructure, labour mobility and EU market access.

The announcement has drawn a strong response from Sinn Féin leader Mary Lou McDonald, who welcomed any move towards preparation but urged the Government to go further.

She said, “There is no doubt that work of preparation is now urgent,” adding that Harris must “put his money where his mouth is.”

McDonald challenged him to support Sinn Féin proposals for a Green Paper on reunification, an all-Ireland citizens’ assembly, and Oireachtas oversight of the process, saying, “This needs to happen, and I would challenge Simon Harris… demonstrate your seriousness of intent and your good faith.”

The debate comes as pressure grows for more structured planning around Irish unity, with both government and opposition parties signalling that constitutional change, if it comes, must be actively prepared for rather than left to chance.
