Gardai will be able to issue a €120 fine to drivers found to be endangering a cyclist.
They are now also able to penalise the driver with 3 penalty points.
The Transport Minister insists the government is doing as much as it can to save cyclists lives.
Cycling advocates have criticised the measures saying they are a token gesture which will not improve road safety.
Transport Minister Shane Ross disagrees, and says it is just the start of the governments plans to improve conditions for cyclists.
