The plans for the site, includes the construction of an access route through Burnaby Lawns and the building of a bridge over the Three Trout stream.
The land was the subject of a compulsory purchase order in 2006, which ended in controversy in 2011, when the council had to pay the agreed €3 million for the site, at a time when the land’s value had dropped to around €400,000.
Local residents and some public residents are concerned that the site is prone to flooding and that development will impact negatively on the environment.
