Concerns have been raised after moves were made to make changes to the County Development Plan.
A recent council meeting heard Minister Peter Burke submitted six proposed amendments to plan, which aims to have over 8,400 new homes built in the county by 2028.
Councillor Shay Cullen says further consultation is needed.
