Justice Minister Wicklow TD Simon Harris announced the move, saying it was established at a time of unprecedented economic difficulty to stimulate investment.
He says it's important to keep all programmes under review and whether its appropriateness and suitability for cultural, social and economic use.
No new applications will be accepted from close of business on Wednesday.
Existing applications will be processed in the normal way.
