Moyagh Murdock was reacting to figures indicating 34 thousand drivers were caught under the influence of drink or drugs over the last five years.
11 per one thousand drivers tested were found to be over the limit.
Detection rates were highest in the Cavan Monaghan Garda division, where the rate was 19 per thousand. This is more than twice the lowest-ranked division here in Wicklow.
