Health Minister Wicklow TD Stephen Donnelly is self-isolating with mild Covid-19 symptoms.
The Minister has been given a 'not detected' result on a Covid test.
However, in line with public health advice he's continuing to work from home.
The project can now move immediately to the tender stage and construction can commence in 2025.
The union represents 5,000 Section 39 workers, which covers services such as disability and home care supports.
The data from the Department of Housing shows that between January and December 2024 60,243 new homes commenced construction, up 84% from the 32,801 recorded in 2023.
Focus has now turned to who will make it to the Cabinet table for Fine Gael and Fianna Fáil.
A planning application has been lodged for the project at Ballinclare Quarry in Kilbride.
