The plan will see under 7s get local free routine dental care for the first time.
All adults over 16 who have a medical card will be entitled to oral healthcare packages including examinations, preventative treatments and emergency care.
Health Minister Wicklow TD Simon Harris says the changes will start being implemented from next year.
