A planning application has been lodged for the project at Ballinclare Quarry in Kilbride.
However Wicklow County Council has passed a motion calling on the planning board to refuse permission and organise an oral hearing to address local concerns.
Councillors citied asbestos risks, environmental concerns and road safety issues at the former quarry site.
In September 2023 the planning board refused Kilsaran permission to backfill the existing quarry to make way for an inert landfill facility, citing the “lack of survey information submitted regarding the existing environmental and ecological status of the subject site and surroundings”.
