Wicklow TD Minister Simon Harris has been defending the confusion around the rules for nightclubs, live venues and pubs.
Talks will take place today to form new guidelines for the sectors, along with the enforcement of vaccine certs.
Minister Harris says specific guidance for each industry will be revealed soon.
