The competition, which has been held annually for the past 60 years, was cancelled last summer due to the Covid-19 pandemic.
Judges will review photos submitted by towns and villages.
An additional €1,000 will also be provided to each community group for this year's event.
Greystones and Bray in Wicklow were among six towns nationwide last year that had another chance to bid for Tidy Towns glory after they were left out due to a technical glitch.
