Bray Home Care Service is among a range of groups that provide services for people with disabilities, the elderly and other vulnerable people.
Members voted by 96% to 4% for strike action in order to force a resolution to a long-running pay dispute, in a ballot counted in SIPTU offices around the country.
The union says the ball is now firmly in the government's court.
