The cost of implementing the 32 recommendations in the nationwide review by 2050 is estimated to be between €35bn and €37bn.

Among the recommendations that would affect commuters in Wicklow include;
- Increase service frequency to at least one train every two hours on Rosslare Europort services.
- Increase regional and rural line speeds to at least 120km/h (75mph).
- A net carbon zero rail system, primarily through the overhead electrification of intercity routes and new electric trains
- Reinstate the South Wexford Railway, connecting Wexford to Waterford.
