Public transport is set to return to 100% capacity from next week.
It's understood Transport Minister Eamon Ryan is finalising plans to allow buses, trains and trams to return to full capacity, and will bring them to Cabinet.
It comes as NPHET is to recommend the government implement a 'personal responsibility model', which could see the easing of restrictions in six weeks time.
