The cost of public liability insurance premiums has increased by between 15 and 20 percent in the last three years.
The report from the Competition and Consumer Protection Commission also found that reduced availability of cover affected community and voluntary groups the most.
A number of companies which provided cover have left the Irish market in recent years.
The Commission says there needs to be more transparency in the market to be fair to groups and businesses:
