Waterbrand Holdings Limited was previously given planning permission for the 25-bedroom development at the South Quays which would be constructed out of used shipping containers.
However a number of local residents had lodged objections with An Bord Pleanála, expressing concerns that it would impact on the properties.
The project will be subject to a number of conditions.
