The Ombudsman's warning a large number of younger people are being left with 'no option' but to live in nursing homes due to a lack of State support.
Peter Tyndall says many younger people under 65 who have a disability are living 'wasted lives' and are living in the facilities against their wishes.
He says many want to be supported to live at home but feel abandoned by the State.
The HSE say it will prepare an action plan to help implement the recommendations of this report.
Mr Tyndall says more needs to be done to help those affected
