Simon Harris was responding to a letter from outgoing judge Dermot Simms, expressing concern at the welfare of some children in care.
Judge Simms said he'd been told by Tusla, on the record, that the child and family agency is in "unprecedented crisis", with a severe lack of staff and places for children to live.
Minister Harris says a lot needs to be done to improve the standard of care.
