The Public Expenditure Minister has said a new public sector pay deal "simply may not be achievable".
Michael McGrath has spoken to the Irish Examiner saying the fallout from not agreeing with unions may be "problematic".
Unions and the Government have been in talks about how a new deal can be reached for the state's 340,000 employees.
Minister McGrath said any agreement must be "affordable and sustainable".
