40-year-old Mark Hennessy abducted and killed the 24-year old student from Enniskerry in May 2018, before being shot by a Garda in South Dublin.
After around an hour and 20 minutes deliberating this evening, the jury returned a narrative verdict, stating the facts in the case.
They made six recommendations, including the appointment of a post incident manager for similar events, a recommendation that all gardaí receive emergency response training and that the civil defence should review their procedures in response to emergency situations.
Dublin City Coroner, Dr. Myra Cullinane in her closing remarks said she will bring the jury's recommendations to the relevant agencies.
She said the events in the case were exceptionally unusual in our society.
She said the public were very moved by the plight of Jastine Valdez and the outcome of those events in May 2018 meant two families lives had been changed irreparably.
