The Wicklow county manager and his colleagues across the country say the process for accessing state funds to subsidise the construction of affordable homes is too complex.
The City and County Managers' Association will tell an Oireachtas Committee later that local authorities need the Serviced Site Fund "simplified".
188 million euro of the fund of 310 million will subsidise 2,340 new homes by 2023 -- but fewer than half of those will be ready by the end of 2022
