COVID-19 is expected to significantly reduce global flows of foreign direct investment in the second half of 2020 and into 2021.
The IDA says 132 investments have been won so far this year - 53 from new investors and 44 expansions of existing companies.
They could create up to 9,600 jobs.
The agency says almost half of the projects won were for regional locations.
