Tullamore is the highest in the country, at 484 per 100,000 people, closely followed by Dublin's north inner city and Longford.
The data covers the two-week period that ended on Monday, when the country's rate was 148.
11 Local electoral areas had less than five cases during the 14 days, including two in Co Leitrim.
