20% of direct payments to farmers under the new Common Agricultural Policy will be reliant on them implementing environmentally friendly schemes.
The decision was made last night by Agriculture Ministers from member states last night in Luxembourg.
The new policy in-full will come into force in January 2023.
Agriculture Minister Charlie McConalogue has said it is welcome progress and allows the EU Parliament to begin negotiations on a final package.
