Calls have been made to expedite a compulsory purchase order to allow part of the Cliff Walk between Bray and Greystones to reopen.
A small section on the Greystones side is currently closed after a rock fall with officials working to reach agreement with the landowner.
Town Manager Michael Nicholson has said the funding to do work has a deadline, towards the end of 2023.
Wicklow County Council has not been able to make a breakthrough in negotiations with the landowner so far.
Councillor Derek Mitchell says the discussions are taking longer than first anticipated.
