The Department of Integration has said a vacant building in Arklow will now not be used to accommodate refugees.
The owners of the old Eir building on the Emeclew road had made an offer to use the building to cater for those fleeing the war in Ukraine.
Local residents in the town had made calls against the move in recent weeks.
Senator Pat Casey says a contract will not be signed to use the facility.
