The facility will include an all-weather and grass pitch, a running track, and other sporting facilities.
The early concept for the 15 acres of land opposite Avondale Gaelic grounds was presented to a recent meeting of Arklow Municipal District.
The proposals now need to undergo Detail Design, and from there to Part 8 Planning Permission stage.
The facility will move forward in a number of stages and will be developed as funding becomes available.
