A number of people were granted parking permits in Dublin City by claiming to live in non-existent flats.
According to the Irish Times, four people's applications were approved after they used the address where they work as their place of residence.
The discovery was made during an internal Dublin City Council audit and the council says "spot checks" will be introduced to stamp out further abuses to the permit system.
