Concerns have been raised about future plans for the Bray Central Shopping Centre in North Wicklow.
A planning application was lodged before Christmas to build 25 apartments on the upper floors of the site on the Main Street.
A decision on that application is due to be made public in February.
Subject to planning approval, 1, 2, and 3 bed apartments will be built on the upper floors of the site on the Main Street.
The shopping centre, cinema, bowling alley, and retail space are still going ahead as planned.
Councillor Joe Behan says the developer needs to stick to their original plans for the site.
